Public bug reported:
After upgrading from 9.04 to 9.10 in december 2009 my system rebooted with this error. I am still able to use the
2.6.28-17-generic kernel.
Recently I inserted the 9.10 amd64 livecd and attempted to boot and
received the same error.
The error message reads: "Kernel panic - not syncing: Out of memory and
no killable processes".
It occurs on boot extremely early in the boot process (approx 6 seconds
in).
This machine was previously running 9.04 without problems.

edit to add: Please note that the attached information & diagnostics
pertain to the system as booting with the 2.6.28-17-generic kernel as I
cannot boot 2.6.31.
