[Bug 533788] [NEW] Freezing of tasks failed after 20.00 seconds (1 tasks refused to freeze)

Public bug reported:

The laptop Compaq Evo N1015v became very slow after upgrading from
Karmic to Lucid (6th March 2010).

Compiz effects can't be used any more, because they slow down the system
even further.

Desktop session was closed instantly several times as if the X server
had restarted.

I noticed the following message on the console:

Freezing of tasks failed after 20.00 seconds (1 tasks refused to freeze):
  landscape-sysin

This happened while working on the computer. Laptop was plugged to AC.
Laptop was not suspended and the resumed.

There are a lot of stack traces in the kern.log related to freezing.

I noticed that several people reported issues with scheduler (Load
balancing tick). powertop on this laptop reports:
