Hello!! I'm on Mint 9. I have exactly the same problem. Every time I try
to connect my TV through VGA with my ATI radeon mobility X1600 I get a
wavy screen on the TV set. Does anyone know if the problem will be fixed
in the big update next month?

P.S. I tried the options radeon,modeset=0 but I had no luck
