Public bug reported:

The wireless hotkey on this laptop (Dell Inspiron e1705) can be
controlled from the BIOS to control either the wifi the bluetooth or
both, and the key combination is fn + F2. No matter what I have the
setting in BIOS set to the wireless hotkey will only enable wifi even if
it is set to bluetooth only.
