No, stopping irqbalance does not help.
Here is screenshot of powertop on near-idle system (Transmission have tiny network upload, ~10-20Kb/s)

Huge amount of "[Rescheduling interrupts] <kernel IPI>" and "[kernel
scheduler] Load balancing tick" appears in later kernels, since 2.6.22
