Yes I am also facing the same problem with Dell Studio 1558 with ATI mobility radeon card.
Fan is continuously running even if CPU use is just 3-4%.
I am also using the open source driver xorg-video-radeon. I tried acpi-V and got similar thing
as Finbarr Taylor in post #24
