Public bug reported:

perhaps the fact that I had an Android phone semi-mounted brought up
this error? Yesterday, the upgrade to package linux-
image-2.6.32-22-generic 2.6.32-22.35 had no issues. The upgrade to
package linux-image-2.6.32-22-generic 2.6.32-22.36 failed with exit
status 2. Will reboot without the Android phone being connected and try
to apply the upgrade again.
