I've referred a wrong bug number in my first post. It's the continuation of the bug #549035.
Please let me know how can I provide more information.

So far, I've checked powertop (even it's for intel cpu) output, I tried
both 32/64bit Ubuntu versions and both opensource/proprietary drivers of
ATI video card. I can't figure out what is forcing a fan to start. Could
it be just a bad threshold?..
