Finally got it working:

1. In the BIOS disabled "USB legacy support"
2. Boot with kernel parameter "usbcore.autosuspend=-1"

This way Lucid suspends and resumes many times. Did not check whether
the BIOS settinng is absolutely necessary because my harddisk isn't made
for frequent spin-downs.

The Devices now attached to USB are:

Logitech, Inc. Optical mouse
Logitech, Inc. TrackMan Wheel
Logitech, Inc. WebCam E3500
Hewlett-Packard DeskJet 970c/970cse
American Power Conversion Uninterruptible Power Supply
Hewlett-Packard ScanJet 6300c

I think this really is a bug in Lucid's kernel configuration, as they
seem to have enabled autosuspend in general for all devices. At least on
Desktops it should be left to the user to switch it on.

If set to "on" I at least would expect to set the boot parameter
"usbcore.autosuspend=-1" by default on desktops!
