For lucid the open source ATI drivers do not handle power-management of
the GPU well.  It is slated that this will be fixed in 2.6.35 final
though that is not 100% cirtain.  It is believed that using the fgrlx
binary drivers would work round this as they do handle power-saving.  It
is worth at least trying these drivers to confirm that the overheating
is related to the GPU.  If you could test and report back here.
