Not quite right; the "dkms mkdeb" selects the source code from
/usr/src/mptlinux-4.22.00.00/ not
/var/lib/dkms/mptlinux/4.22.00.00/source

Running 
sudo dkms install -m mptlinux -v 4.22.00.00
and then rebooting does install the driver:

Jul 12 14:30:15 lucid kernel: [   81.863358] Fusion MPT SAS Host driver
4.22.00.00
