According to lspci...

Before I installed usb-modeswitch, the E220 switches constantly (period
about 5 seconds) between being mass storage and being a modem.

After I installed usb-modeswitch, the E220 switches constantly (period
about 5 seconds) between being nothing at all and being a modem.

Sounds far more kernel than network-manager to me.
