Same problem with a HP Mini 1000, Ubuntu 9.10 32bits. (gnome-power-bugreport output is attached.)
  battery.charge_level.rate = 0 (0x0) (int)
  battery.reporting.rate = -1 (0xffffffff) (int)
  energy-rate: 0.0111 W
