Public bug reported:
When watching a movie the CPU's temperature increases. At some point I
got something like this from kernel:
CPU1: Temperature above threshold, cpu clock throttled (total events = 1)
CPU1: Temperature/speed normal
After that, CPU will never go to more than 800Mhz no matter what I do,
And scaling_max_freq in /sys shows 800000 .
