You can induce this with complete regularity using an audio intensive
app such as Blender.

This requires more attention. I'm sure there are _plenty_ of people that
don't know their intermittent system slowdowns and slug outs are
directly related to PulseAudio.

ratelimit.c gag ups fill up my /var/log/syslog and make for a pretty
unworkable workstation.
