SRU justification

IMPACT: Without this option enabled tools such as iotop are missing
functionality that is extremely useful for diagnosing performance
issues.

DEVELOPMENT BRANCH: The option CONFIG_TASK_DELAY_ACCT was enabled in
Mavericks kernel 2.6.35-5.6 without any reported regressions.

PATCH: Simply enable CONFIG_TASK_DELAY_ACCT in next kernel release.

TEST CASE: Run iotop and check that SWAPIN and IO columns are populated.

REGRESSION POTENTIAL: Old reports exist of performance regressions with
the option enabled, however these regressions have never been proven or
quantified to the best of my knowledge and has never been witnessed at
our site running kernels with the option enabled.
