[Bug 399650] [NEW] keyboard/trackpad hang on boot

You have been subscribed to a public bug:

Ubuntu 9.04 clean installation on a new Dell Vostro 1520 laptop.

When I power up the laptop on battery the keyboard and trackpad appear
to be hung. I can log into the machine using ssh over the lan and
everything appears to be running normally.

If I then plug in a USB keyboard and mouse I can log in normally. The
builtin keyboard and trackpad still don't work.

If I power it up while connected to mains power (without USB kbd and
trackpad) everything works perfectly.

I installed a dual boot with XP to verify the problem isn't hardware
related. It isn't.

If I boot XP and immediately restart into Ubuntu, the keyboard and
trackpad work properly. Once working properly they appear to keep
working across suspend/resume cycles.

This is repeatable and consistent. The problem appears to be related to
the powerup detection/initialisation of the keyboard  (i8042 driver
problem?) and is apparently related to power management (ACPI) as it is
only a problem on battery. Booting XP first appears to do the right
initialisation.
