[Bug 570500] [NEW] perf script should suggest the package containing the right perf binary

Public bug reported:

If you install linux-tools-common onto a standard Lucid install and then
run 'perf' you just get a 'file not found' error when it tries to run
the per-kernel-version perf binary.  You then need to install something
like linux-tools-2.6.32-21.  It would be nice if either:

1- if this binary can't be found, it suggested that you install it
2- at the packaging level linux-tools-common recommended the linux-tools for your current kernel (seems messy)
