I am seeing the same problem on Lucid Beta 2 (and daily updates as of 20-Apr).

In my case, this issue appears to be the cause of a significant boot
delay.  The boot delay shows up in two phases: a 60 second delay between
power on and login prompt (kdm) and a second delay of about 30 seconds
between login and kde being available.  Neither of these problems were
present in 9.04 - they were only seen after upgrading.

The discussion at
https://bugs.launchpad.net/ubuntu/+source/hdparm/+bug/515023 seems to be
relevant to this bug.  The solution recommended there
(https://bugs.launchpad.net/oem-priority/+bug/548513/comments/20)
eliminated the first boot delay, but it did not eliminate the log
messages.

example log messages:

Following a recommendation in the forums, I added "nohdparm" to the grub
kernel line at boot time.  This eliminated both of the boot delays and
the log messages.  However, I don't know what side effects "nohdparm"
may have on the system.
