[Bug 564736] [NEW] Ondemand frequency scaling becomes stuck at 800Mhz in lucid

Public bug reported:

In 2.6.32-20 and 2.6.32-21 frequency scaling somewhat at random becomes non functional, though it seems most likely to occur on the first boot.
A reboot to recovery usually will restore proper function though not always.

While I only know of a couple of users that have reported the same it's
quite likely more widespread without notice except for complaints of
poorer performance.

Can be clearly seen here - other than the initial performance mode from
boot has been at 800 ever since, even when doing things that would need
a higher freq.

The freq can be manually changed though that's not a viable option longterm
