[Bug 559554] [NEW] linux can not play video from CD/DVD without skipping and jumping (cdrom spindown)

Public bug reported:

Video played from DVD/CD will jump, becase of cdrom spinning down.

This should be disabled by default - or have correct (higher) timeout,
and basing on the fact if anyone is reading any data from the cdrom
(including read-ahead cached data)
