They don't give the same result.  One will be using the nouveau drivers,
just without acceleration, the other will be using VESA.

@Νίκος Αλεξανδρής: Can you boot with *only* “blacklist=vga16fb”, or do
you also need to add “nouveau.noaccel=1” before it works correctly?
