[Bug 555334] [NEW] Add linux-tools metapackage

Public bug reported:

Lucid now has packages like linux-tools-2.6.32-19 but no metapackage to
ensure that the tools for the latest kernel are installed.  There should
be a linux-tools metapackage that depends on linux-tools-2.6.32-19.
