[Bug 552985] [NEW] rfkill shows wrong status of wlan0

Public bug reported:

I use Ubuntu 9.10 with kernel 2.6.31-21-generic and linux-backports-
modules 2.6.31-21.23. Yesterday without the linux-backports-modules
rfkill shows that my rt2500usb is soft blocked and after rfkill unblock
wifi it was possible to see two wifi networks(but I was unable to get a
ip or set a static ip and ping). After installing the linux-backports-
modules rfkill shows it as hard blocked now but this is a chip on my
desktop mainboard without any switch and it works under Win XP and
FreeBSD.
