Public bug reported:
Binary package hint: initramfs-tools
Since a while, initramfs-tools has stopped copying the keyboard map to
initrd. As a result, if/when mounting the root filesystem fails, one is
thrown into a Busybox shell where they are suddenly expected to remember
where the keys are on a foreign country's keyboard layout, in a
situation where they really should to focus on fixing the host via
Busybox.
Looking at the changelog, I notice that explicit initramfs-tools hooks
to copy the keyboard map and binary loading tools into the initrd have
been removed, under the assumption that console-setup handles this
already.
Unfortunately, this isn't the case.
>From a user's perspective, it doesn't matter whether console-setup or
initramfs-tools handles the copying of the keyboard map and map loading
tools into the initrd, just as long as it works flawlessly. Right now,
it doesn't.
