[Bug 440079] [NEW] USB hard drive does not power off when computer is shut off

Public bug reported:

In Jaunty and previous releases, when I would shutdown/suspend/hibernate
my computer, my USB hard drive would automatically power off when it
detected the computer power off. However this isn't working anymore in
Karmic. When I shutdown/suspend/hibernate my computer, the hard drive
stays on indefinitely. The only way to make it turn off is to use the
power switch on the hard drive.
