aahh, never mind.  <super>space with Gnome-Do stops all other software
input, effectively blocking gnome-power-manager from registering the
brightness keypresses, giving access to all brightness levels.

stopping gnome-power-manager produces access to all 8 brightness levels
via brightness hotkeys.

this seems like a bug with gnome-power-manager on Karmic Koala 9.10
still...
