I don't know if it will help anyone, but I have the same issues with two different USB Bluetooth dongles.  lsusb | grep Blue
shows me
Bus 005 Device 002: ID 1131:1001 Integrated System Solution Corp. KY-BT100 Bluetooth Adapter
and
Bus 004 Device 002: ID 0a12:0001 Cambridge Silicon Radio, Ltd Bluetooth Dongle (HCI mode)

Neither is discovered with my standard Ubuntu 8.10 installation.

BTW, both of these dongles are cheap rip-off copies from China, although
sourced through reputable suppliers.
