[Bug 391026] [NEW] linux-crashdump should recommend apport

Public bug reported:

The linux-crashdump package should recommend (or even depend) on apport
so that proper apport reports can be generated from a vmcore file. I
also added a suggests for "crash" for people who want to manually debug
the kernel dumpfile
