Same here, I use swedish mirror

Tried to install  linux-restricted-modules-generic with synaptic and got this error:
linux-restricted-modules-generic:
 Depends on: linux-restricted-modules-2.6.28-13-generic  but it is not installable

Did a search on linux-restricted-modules-2.6.28-13-generic (in synaptic)
and it did not show up

but I see the files on the mirror:
http://sv.archive.ubuntu.com/ubuntu/pool/restricted/l/linux-restricted-modules/

I changed from mirror to main server and then it worked.
