>From [1] and [2], it looks like this processor has a few constraints on
frequency scaling that make it hard to do. Quiescing DMA in order to do
this will require a framework for drivers to use and is unlikely to
happen since most modern processors don't have this constraint.

Marking as Won't Fixed, since it is unlikely that upstream will add a
new framework for an old processor.
