[Bug 403465] [NEW] weak wifi signal using kernel 2.6.31

Public bug reported:

I have 2 USB wireless adaptors, one with a zd1211 chipset, and one with
a rt73 chipset. Neither will usually connect to my AP when using the
latest karmic kernel. When using kernel 2.6.30 both work adaptors work
well.
