[Bug 399718] [NEW] -server metapackages required for upgrades?

Public bug reported:

The -server metapackages have all been renamed to -generic-pae on i386.
However, lots of people will still have -server installed, and I assume
we want to move them over to -generic-pae. The usual way to do this
would be to continue to ship trivial -server metapackages that just
depend on -generic-pae, until the next LTS. Shouldn't we do this?
