Once we can reproduce this, I will see if upstream commit
126e01bf92dfc5f0ba91e88be02c473e1506d7d9 will help fix this.

causes watchdog triggers when a cpu exits NOHZ state when it has been
there for >= the soft lockup threshold, for example here are some
messages from a 128 cpu Niagara2 box:

etc..
