[Bug 319893] [NEW] regenerates initrds for kernels pending removal

Public bug reported:

Binary package hint: initramfs-tools

While adding/removing kernels through the package management system,
update-initrd is called for EACH kernel module package, for both
additions and removals. Depending on what is being done, this leads to
the initrd's being updated repeatedly.

This is especially irritating when removing a kernel - the module
packages are uninstalled first, the initrd is regenerated (several times
sometimes), and finally the kernel is removed (and the initrd that so
much time was spent on... is deleted as well).

Is it possible to have this script defer until the end of such
processes? Is this even the responsibility of this package? Note that
I've seen this behavior on nearly every debian-based distro, so this is
probably an upstream change.
