Same issue exactly. Also using ID 1131:1001 Integrated System Solution
Corp. KY-BT100 Bluetooth Adapter.

Definitely seems to be a driver issue with this hardware.

How can we go about finding the maintainer (if such a thing exists) for
the kernels "Bluetooth: Generic Bluetooth USB driver ver 0.3"? Comments
in the code? Maybe i'll download the kernel source and have a poke about
and try contacting them directly to at least bring it to their
attention. Even if i have to mail them my bluetooth dongle to test with.
