I am also experiencing this issue.

I was able to stop the continuous disk access by restarting the udev service.

A check with "ps" indicates that devkit-disks-da did NOT exit when udev
was restarted, but did cease consuming large amounts of CPU and spinning
the disk.  There may be intersecting bugs here.
