I was experiencing the issue with my 3945 card only enabling correctly
on random, infrequent boots/restarts.  Installing backports has appeared
to fix this issue for me.

I have found, however, that booting with a device plugged in to the
right USB port on the 1530 causes the issues to resurface until said
device is removed.
