It finally works on Intrepid alpha 6:

root at ubuntu:/home/ubuntu# uname -a
Linux ubuntu 2.6.27-3-generic #1 SMP Wed Sep 10 16:02:00 UTC 2008 i686 GNU/Linux
root at ubuntu:/home/ubuntu# iptables -I INPUT -p tcp -m connlimit --connlimit-above 100 -j REJECT
root at ubuntu:/home/ubuntu#
