I can confirm this bug on two machines:

1) Dell Inspiron E1505 / 6400, Kubuntu 8.04, Compiz, KDE 3.5.9 and KDE 3.5.10
On this machine the built in keyboard functions fine, however USB keyboards repeat keys with no output to dmesg.
$ uname -r
2.6.24-19-generic

2) Homebuilt AMD machine with Asus motherboard, Kubuntu 8.04, KDE 3.5.9, no Compiz
On this machine ps/2 keyboards function fine, however USB keyboards repeat keys. I have not checked dmesg output on this machine.

On both computers, USB kkkkkkkkkeyboards make        text like yoooooou
see here (thisssss line typed onnnnn a USB keyboard).
