The issue is not with the kernel not recognizing the 4GB of RAM, it's
with the Chipset Memory Controller. Although the CPU supports PAE, your
chipset does not (called "Enhanced Addressing Modes" by Intel). You can
find more info on page 344 of the attached PDF from Intel. (To quote
from the doc... Note: The Mobile Intel 943/940GML Express Chipset does
not support Enhanced Addressing modes.)
