The 3 minute delay is to handle older configurations (generally
clusters), which we needed to support for the LTS.  As a result, the 3
minute delay needs to stay.  It was reduced in Intrepid to 30 seconds.
For people that want to reduce it, they can add it to the grub config
with e.g. "rootdelay=30".
