[Bug 199526] [NEW] 7.10 Gutsy, NR_CPUS too small on 32bit serrver kernel

Public bug reported:

Binary package hint: linux-server

Hardware:
  HP ProLiant DL740
  8x Xeon 2.5Ghz (Hyper threading support, no 64bit support)
  10GB (8Gb + 2GB Redundant)

1)
I installed Ubuntu 7.10 Gutsy Desktop 32bit on this machine, 
but the default kernel saw only 4GB of RAM. Then i installed the 
server kernel. Now 8GB were found. Nice.
Maybe PAE should be enabled in the default kernel, too?

2)
On this Machine i expect to see 16 CPUs, (8 CPUs * 2, Hyper threading) 
but only 8 are visible. In output of dmesg i saw 8 messages saying:
'NR_CPUS of 8 reached. Processor ignored'.
I think, this minimum is too less. If you have to use the 32bit-version,
you are too much limited with this setting.
Older machines (as described above) are getting affordable on eBay,
and 4x quad-cores do exist.
Ok, i admit, new machines should be 64bit installations.
BTW, i did not check the NR_CPUS limit on 64bit.
