You have been subscribed to a public bug:

CPU frequency scaling up_threshold in newly installed Hardy is too
aggressive and it is set to 11 by default. Simply running Rhythmbox will
trigger the CPU to maximum, and attempt to change it in anyway will
revert back to "11" on the next restart.
