[Bug 252439] [NEW] Network file transfer stalled

Public bug reported:

I have installed Ubuntu Server 8.04.1 (with all updates). When I am
trying to transfer files from server machine (behind NAT) to client
machine over network (Internet), then after transferred about 500kB my
connection is stalled. This issue occur every time, but on the same
machine transfer from client to server complete without any problems.
Issue also doesn't exist over LAN (client -> server and server ->
client) or will occur with larger files (>10MB not tested).

During test I tried different protocols:
1) ssh (client: scp or sftp; server: openssh),
2) ftp (client: gftp; server: proftpd), 
3) http and https (client: firefox; server: tomcat).

I have the same problem on Debian (lenny) machine with 2.6.24.x kernel.
But when I boot OS using 2.6.22.x kernel issue doesn't exist. Therefore
I think issue concern kernel package.

My configuration:
OS: Ubuntu 8.04.1
Kernel: linux-image-server (2.6.24.19.21)
