No, the original bug is still not fixed. Comment #21 (https://bugs.launchpad.net/ubuntu/+source/linux-meta/+bug/159241/comments/21) was not related to it.
With the -5 kernel I still get the messages in question:

[ 28.446142] PCI: Cannot allocate resource region 7 of bridge 0000:00:1c.0
[ 28.446217] PCI: Cannot allocate resource region 8 of bridge 0000:00:1c.0
[ 28.446286] PCI: Cannot allocate resource region 7 of bridge 0000:00:1c.1
[ 28.446354] PCI: Cannot allocate resource region 8 of bridge 0000:00:1c.1
[ 28.446423] PCI: Cannot allocate resource region 7 of bridge 0000:00:1c.2
[ 28.446491] PCI: Cannot allocate resource region 8 of bridge 0000:00:1c.2
[ 28.446649] PCI: Cannot allocate resource region 0 of device 0000:06:00.0

** Changed in: linux (Ubuntu Hardy)
       Status: Fix Released => Confirmed
