I have the same problem on my desktop with Hardy running kernel
2.6.24-19-generic and acpid version 1.0.4-5ubuntu9. My motherboard is
MSI K7T Turbo-R Limited Edition with 1.2GHz AMD Athlon CPU.
(Motherboard: MS-6330, Award BIOS v.3.6). Hardy does not control fan
speed either. However, lm-sensors can read BIOS information just fine:

+2.5V:       +0.36 V  (min =  +0.06 V, max =  +3.10 V)

+5V:         +5.03 V  (min =  +4.73 V, max =  +5.20 V)
+12V:       +12.85 V  (min = +11.35 V, max = +12.48 V)
CPU Fan:    5921 RPM  (min =    0 RPM, div = 2)
P/S Fan:       0 RPM  (min =    0 RPM, div = 8)
SYS Temp:    +55.5°C  (high = +146.2°C, hyst = -70.9°C)  
CPU Temp:    +42.4°C  (high = +146.2°C, hyst = -70.9°C)  
SBr Temp:    +24.2°C  (high = -70.9°C, hyst = -70.9°C)

The problem of Ubuntu not controlling the fan speed was there in Gutsy
and now exists in Hardy.
