Update: The solution in Bug #161094 seems to work for me.

I modified 
/etc/udev/rules.d/65-persistent-storage.rules
in the following way:

Beginning near line 60 I commented out :         IMPORT{program}="vol_id
--export $tempnode"

And replaced with: (1 line) 
ENV{DEVTYPE}!="disk", ENV{ID_VENDOR}!="Samsung", ENV{DEVNAME}!="/dev/sdb",
IMPORT{program}="vol_id --export $tempnode"

After rebooting, now the USB storage on my phone is accessible.
