[Bug 162103] Disable DMA at boot broken

Passing in the "ide=nodma" boot parameter appears to have no effect in
Gutsy.

Confirmed under Sparc and X86.

For me, at least, this is an installation show stopper.  

I am trying to do an install with a Compact Flash -> IDE adapter.  The
CF card doesn't support DMA, and while the kernel eventually disables
DMA for the card on its own, it is causing a timeout in the boot, which
makes the system drop to the initramfs busybox prompt.
