Hi all.  I have the same problem on my 1 year-old BenQ S73G laptop.
I am using Ubuntu Feisty.  My computer has a Core duo T2050 CPU with ATI x1600 graphics card, and I'm using ATI driver in the restricted area.
below is the summary of my situation:

reboot:  works well
halt: systems stops at Will Now Halt.  My hard drive seems to have been properly stopped, but the power doesn't off, and CPU in infinite loop(cpu fan makes noisy sound)
suspend: screen blank, but power does not off, either.  Can not resume.
hibernate: almost same with halt, but can resume.

The odd thing is: sometimes hibernate DOES turn off the power(about 1 of 20 poweroffs).  And I know this problem also affects Fedora Core 5 or 6.
I have tried kernel options: acpi=force, lapic,...., but of no help.
My logs of lspci, dmesg, lshal are attached.
